Its perfectly legal and they make great pets too.

Gerbils are good. I don’t have one but my friend has and they seem to fit her bill.

Perhaps rats? I know someone who keeps rats and is planning to switch to ferrets at some point.
I know someone else who keeps ferrets, too, so I have at least some basis for comparison.
